PUBLIC NOTICE
Notice is hereby given that the Lake County Department of Job and Family Services (LCDJFS) has published a Request for Proposal (RFP) seeking proposals from organizations wishing to operate a SNAP Employment & Training Program as part of the Supplemental Nutrition Assistant Program.  All proposals submitted are subject to actual funding received by LCDJFS.

The purpose of this RFP is to procure an employment and training contractor to assist ABAWD (Able-Bodied Adult without Dependent) SNAP recipients. The initial funding and operational period will be October 1, 2021, through September 30, 2022.  SNAP ABAWDs will be referred to the successful proposer for services after LCDJFS conducts a SNAP E &T appraisal and develops an initial  Employability Plan with eligible clients. The contractor will then be responsible for monitoring and documenting participants’ work participation in and through local and state automated systems and communicate pertinent recipient information to LCDJFS. The contractor’s staff will maintain a caseload and will schedule and conduct any new appraisals and employability plans needed after the initial plan expires. The program will be operated at the offices of LCDJFS. A second-year funding and operational period could be made available subject to satisfactory performance by the chosen Contractor and based on the availability of funds.

The full RFP including program specifications and proposal instructions is available at https://www.lakecountyohio.gov/ohiomeansjobs/rfp/ The RFP is also available at the LCDJFS offices or by mail.  Contact Robert Dawson at 440-350-4320 or via email at [email protected] to arrange a pickup or mailing.  LCDJFS is not able to provide copies of proposal documents by fax or electronic transmission.  There will be no bidders conference for this procurement but there will be an online Q&A procedure as explained in the RFP document.

A qualified proposal must include four (4) copies and be submitted in a sealed package. Proposals must be received by LCDJFS at 177 Main Street, Painesville, Ohio, no later than 12:00 Noon EST Wednesday, September 8, 2021.  The SNAP Employment & Training Program will be operated subject to actual funding made available for the activity and the RFP is being published based on terms and conditions as they are known as of August 9, 2021.

LCDJFS and the Lake County Board of Commissioners reserve the right to reject any or all proposals; to waive informalities in the RFP; to increase or decrease or omit any or all items; to award a contract to the best proposer, and to negotiate with all qualified sources if in the best interest of LCDJFS and the Lake County Board of Commissioners.

LCDJFS and the Lake County Board of Commissioners adhere to the principles of equal opportunity and nondiscrimination in the selection of providers and awarding of contracts.  Auxiliary aids and services are available on request to individuals with disabilities.
