Board of Supervisors
District
Board members (supervisors) are respected conservation leaders elected by county
residents to represent them in charting the course for soil and water
conservation and natural resources management in their county. Associate
supervisors are concerned citizens that officially volunteer their time to
assist the Board and District. Board and associate supervisors serve
together as a guide for the District, its staff and cooperating agencies in
efforts to implement conservation plans which address the county's soil and
water-related resources.
Board supervisors are elected to a three-year term as public
officials and serve without pay. They are protected from liability by laws which
indemnify all SWCD supervisors from personal liability in any civil actions
arising from involvement with the SWCD.

Secretary (1997 - 2006, 2008) North Perry Dick is a former industrial
engineer and retired former Roads Superintendent/ Assistant Administrator for
Billie Kamis , Chair (2006) Willoughby Hills Billie's interest in raising awareness of local natural resources issues led her to participate in local government. She served 3 terms on the Willoughby Hills city council, and served on multiple committees and commissions in that role. Billie is also on the Executive Committee of Chagrin River Watershed Partners and the Advisory Board of the Lake County Stormwater Management Department. When she is not taking an active role in her community, she enjoys traveling with her husband Peter, and studying the guitar.

Lake SWCD Staff
Staff members carry out the day-to-day duties and activities of the District. They conduct site visits, review erosion and sediment control plans for new construction, advise community officials on natural resource issues, provide technical assistance to landowners, work with local conservation groups to help them meet their goals, maintain the district accounts, publish bulletins and newsletters, provide classroom education, and maintain the web site, among other things.
Dan Donaldson - (1995) - District Administrator - B.A. Environmental Management from Cleveland State University. Dan is responsible for daily operation and management of district staff, programs and services. He specializes in planning services for customers and the Board of Supervisors. He also assists local governments, landowners, and partner agencies with natural resource planning objectives, including special projects, ordinances, programs, and conservation easements. He serves as principal district contact and facilitator for public meetings and is responsible for program planning, administration, and grant writing. extension 2030; email ddonaldson@lakecountyohio.gov
Matt Scharver - (1998) - Resource Protection Specialist - B.S. Environmental Science from Bowling Green State University. Mr. Scharver assisted in the development of the Lake County Erosion and Sediment Control Rules, which are currently administered by the District. Among other duties at the District, he investigates manure and silvicultural pollution abatement complaints, reviews erosion and sediment control plans for new development projects, and assists landowners with various natural resource related issues. Mr. Scharver is a Certified Professional in Erosion and Sediment Control (CPESC), has completed training at the Wetland Training Institute for the U.S. Army Corps of Engineers Wetland Delineation Manual – Wetland Delineation Certification Program, and has completed Ohio Woodland Stewardship and Timber Harvest Management trainings. extension 2031; email mscharver@lakecountyohio.gov
Pam Brown - (2000) - District Secretary/Treasurer - B.S. Business Administration from Lake Erie College. Pam is responsible for all district financial transactions & analyses and state-mandated reporting requirements for annual meeting & elections, public records, and financial reporting. She maintains all employee records and provides administrative support to the Board. She is responsible for daily office administration and represents the District as point of contact for the public. In her spare time, she enjoys hiking, birding, music, knitting and reading, as well as playing with her assortment of dogs and cats. extension 2730; email pbrown@lakecountyohio.gov
Chad Edgar - (2000) - Urban Stream Specialist - B.S. Geology from Ashland University. Primary Contact for Lake County landowners that are experiencing property damage due to flooding and erosion and other stream related complaints. Designs and assists with installation of stream restoration projects. Serves as District’s GIS technician, creating maps and managing information. Provides technical assistance to watershed conservation groups. Identifies properties with unique or important riparian resources throughout the County that are worthy of protection through easement or government programs. Inventorying stream habitat/quality on a watershed wide basis and creation of comprehensive watershed management plans. Beth Landers - (2003) - Education/Information Coordinator - B.S. Environmental Science from Marietta College, M.S. Environmental Education from Audubon Expedition Institute. Beth conducts classroom programs in local schools, provides information to teachers, coordinates Watershed Watch, and assists with Envirothon contests. She creates district displays and edits CrosSection, the district newsletter, and Muddy Hands, an education newsletter. The annual tree sale and web site maintenance are also among her duties.
